Rwanda Administration of Justice Project
January 2001-September 2003
The USAID-funded Rwanda Administration of Justice project sought to develop greater efficiency, accountability, and performance in judicial administration. MSD worked with Rwanda’s Ministry of Justice (MoJ) to begin rebuilding the justice sector in post-genocide Rwanda. MSD worked with a MoJ task force to review regulations and procedures to standardize operations, and develop training protocols for mid-level court employees. Outcomes included improved interoffice communication, strengthened inventory procedures. The project included procurements in excess of $200 million for intranet communications, and computers.

In July 2003, Rwandan President Paul Kagame presented MSD with a Certificate of Excellence for the successful implementation of the COM SYS, a centralized wide-area communication system capable of handling the complex communication needs of the Ministry of Justice under gacaca.
