Rule
of Law - Indefinite Quantity Contract
In
July 2004, MSD was awarded the small-business set-aside
contract, completing the group of five IQC holders.
This vehicle was developed to support the transition
to and consolidation of the rule of law, andthe
promotion and protection of human rights throughout
the world. It expires in 2009.
MSD
to date has won six Task Orders under the ROL IQC .
Our performance under the IQC reveals continued
strong capacity in our core areas of criminal code reform
and access to justice, as well as our growth in the
areas of security sector reform, and anti-corruption.
Our labor law and family law projects are a natural
outgrowth of our long-standing human rights program
in Colombia, and highlight our commitment to protecting
and strengthening the rights of workers and families.

of Law - Indefinite Quantity Contract
In
March 2000, MSD was awarded an Indefinite Quantity Contract
from USAID's Center for Democracy and Governance to
provide professional, administrative, and management
support services in Rule of Law in the following areas:

Legal frameworks
• Justice sector institutions
• Access to justice and
• Building constituencies for
reform
MSD was awarded task orders by USAID Missions in Bolivia,
Dominican Republic, Panama, and Rwanda under this contract.
MOBIS
MSD
was awarded a GSA contract to provide the following
services to federal agencies. MSD is able to respond
quickly and strategically to USAID missions using this
funding vehicle.

• Program Management
• Facilitation services
• Alternative Dispute Resolution
(ADR)
MOBIS
is a funding vehicle to expedite the government procurement
of goods and services. It is increasingly used
by agencies of the federal goverment.
Administration of Justice
MSD has provided a full range of training and technical
assistance, including criminal procedure reform, institutional
strengthening, development of case tracking systems,
judicial training and civil society advocacy in Costa
Rica, Ecuador, Nicaragua, Colombia, and Bolivia.
Human
Rights
MSD strengthens justice sector institutions and civil
society organizations to enable them to negotiate to
protect human rights for marginalized populations.
In Colombia, MSD implements one of the largest and leading
human rights programs in Latin America.
Program
elements include procurement of armor vehicles,
early warning system, protection for human rights
workers, and peace and reconcilation initiatives.
Public
Health
In 2003, MSD launched its international and domestic
health and human services campaign led by Dr.
Ruth Sanchez-Way. She will lead the
development areas of AIDS/HIV prevention, substance
abuse prevention, mental health treatment, maternal
and child health, and nutrition. Recently, MSD
completed a research study of community based health
organizations in the United States and Mexican border
regions to explore the ability of these organizations
to adapt to changing environments.
MSD
is currently seeking funding for a program to enchance
the survivability and service delivery of primary
health care clinics along the US/Mexico border.

MSD successfully supports Bolivia’s transition to a new Criminal Procedures
Code, through a $4 million USAID-funded Administration of Justice contract, in
order to strengthen the legal foundation of a society governed by the rule of
law.

to build a constituency and momentum for fairer and

Justice System Strengthening Project,
Dominican Republic

REPUBLIC
Since 2001, MSD provides leadership, management support, and
expertise to strengthen rule of law in the Dominican Republic through
direct technical assistance in strategic planning for improved policies
and tightened financial management to both the Judiciary and Public
Ministry through $4.5 million USAID funding.
Enhanced Human Rights Project, Colombia

Currently, MSD designs
and implements one of the largest human rights initiatives
in Latin America under Plan Colombia. Under a $32 million
USAID-funded contract, MSD provides direct support
and assistance in an effort to protect human rights
through the creation of early warning system, and empowerment
of civil society.
Institutional Development of the
Ministry of Justice, Rwanda
2000 - 2003 • USAID/RWANDA
MSD provides vital technical
assistance and procurement services to the Ministry
of Justice (MOJ). The $2.8 million project seeks
to resablish judical in the aftermath of genocide that
witnessed the almost complete destruction of infrastructure
and institutions, through the $2.8 million funding from
USAID.
Public Health on the Mexico and U.S.
Border
2000 - 2002
MSD recently completed
a study of community based health organizations on the
U.S-Mexico border to access the survivability of these
organizations as the State of Texas transitions to managed
health care.
