in the CAFTA-DR signatory countries – Costa Rica , Dominican
Republic , El Salvador , Guatemala , Honduras , and Nicaragua

Launches Community-based Policing Project in Guatemala

MSD
was awarded a USAID contract to introduce community-based
policing concepts to Guatemala's Ministry of Government and
National Civil Police, and support these agencies as they
put them into practice in Villa Nueva and other selected geographical
areas. MSD will support key authorities within
the Ministry of Government, including the Minister and key
aides, Vice-Minister for Community Support, Chief of Police,
and other key officials to help them plan and implement a
program of instutitonal reform and concrete practical actions
to incorporate the key elements of successful community-based
policing within the Police. MSD views community-based
policing on the rule of law spectrum, and will continue its
work with civil society to demand more transparency in the
administration of justice and increased accountability on
the part of justice sector institutions.

Launches Family Justice Activity Project in Egypt

In
a free and open competition among ROL IQC-eligible firms,
MSD was selected by USAID/Cairo to lead the Family Justice
Activity in Cairo. The five-year project includes
mediation training for judges, psychologists, and social workers;
strategic social marketing components; a small grants mechanism
directed at NGOs and community-based organizations to promote
women's and family rights; and court administration support
to ensure measurement of program impact and outcomes.

partners include the National Council for Childhood and Motherhood
(NCCM), the Shalakany Law Firm, the Association of Arab Women
(AAW), the Association of Former International Civil Servants,
National Association of Social Workers (NASW), The Howard

Launches Project in East Timor

MSD
was recently awarded a two -year contract for Justice Institution
Strengthening in East Timor as part of USAID’s country strategy
for the fiscal year period 2005-2009. MSD will partner with
USAID/East Timor to strengthen the ability of justice sector
institutions to assume full management of financial planning,
administration and reporting. We will also support improvements
in services provided by the courts, public defenders and prosecutors
through technical assistance and training. MSD will provide
additional assistance to the Ministry of Justice to enhance
its capacities in budget planning and citizen services, as
well as in the establishment of the Provedor’s
office. MSD currently holds two IQCs in Rule of Law and implemented
a similar institutional strengthening program under its 2000
ROL IQC award in post-genocide Rwanda from 2001-2003.

Establishes Forensics Lab in Bolivia

Culminating its ten-year partnership
with USAID/Bolivia guiding criminal procedure code reforms,
MSD recently established the Forensic Investigation Institute
(Instituto de Investigaciones Forenses, or IDIF) a forensics
laboratory to strengthen investigations and the collection
and preservation of criminal evidence. The $1 million
activity underpins enhanced due process and the capacity of
the Bolivian justice sector to process criminal cases using
modern forensic research techniques. MSD's comprehensive
technical assistance has included participatnt training in
Bolivia and in third countries to professionalize laboratory
staff, design and renovation projects to modernize laboratory
facilities, and the management of all equipment procurement
and subcontract administration services. All work was
coordinated with the Attorney General's Office (Fiscalia),
USAID and other Bolivian counterparts. The official
inauguration of the IDIF is schduled for May 30th, 2005 and
will be attended by MSD, Bolivian public officials, key justice
sector actors and representatives of USAID/Bolivia.

MSD
is aware of the importance of preparing rule of law professionals
with expertise at every stage along the continuum from rule
of law to human rights to conflict mitigation and reconciliation
and other areas of transitional justice. The Institute
for Learning and Community Development was established in
August 2004 to strengthen the field of democracy and governance
in the following areas:
Knowledge
Building The Institute will work
with rule of law experts to prepare academic articles, and
comparative studies. The Institute will develop case
studies of leading MSD programs, including the USAID-funded
Human Rights project in Colombia, and Casas de Justicias
in Bolivia.
Training
The Institute will offer
training for legal professionals and social scientists in
rule of law topics, and utilizing training curricula developed
by the Institute, contribute to the growth and development
of this important field.
Model
Program Development
The Institute will develop models of programs to reduce
pre-trial detention, bring legal services to minority populations,
re-establish justice sector functions in the aftermath of
war, and train government officials to prevent human rights
abuses for replication in other conflict areas and countries
in transition.
Monitoring
and Evaluation
The Institute will coordinate
research, and will provide assessment and evaluation services
to human rights projects worldwide.
ROL
IQC 2004 (Rule of Law Indefinite Quantity Contract)

MSD
is one of four contractors awarded the Rule of Law IQC making
it eligible to compete for up to $200,000 million in global
contracts. MSD seeks to incorporate technical
knowledge of ROL to improve programming and refine management
support. MSD's work reflects a consistent effort
to bypass design by imitation and instead design
and implement through conscious, knowledge-based strategic

The collective strength and perspective of MSD partners enhance
its ability to provide worldwide ROL services.
MSD
assembled organizations possessing the full range of capabilities
and complementary experiences in response to this RFP. In
addition to traditional ROL fields, MSD identified organizations
with specialties in environmental law, academic research,
information technology, and security. These organizations
have agreed to serve as our partners and have pledged their
support throughout the term of the IQC. Our consortium
includes well-known institutions with which MSD enjoys established
and continuing working relationships. These affiliations will
enable MSD to respond with maximum responsiveness, flexibility
and effectiveness to the IQC task orders. These affiliations
also enable MSD to expand its coverage in regions where complementary
skills and experiences are required.
ROL
IQC 2000
The
ceiling on the ROL IQC 2000 contract was raised to $27 million
in
June 2003. As a result, Task Orders may extend until
May 31 of 2006.
MSD
implemented an estimated $12 million in programs before the
extension, and continues to respond to task orders through
this funding mechanism.
MOBIS
MSD
was awarded a MOBIS contract September 2003. The MOBIS contract,
awarded by the GAO, allows MSD to provide 
the
following assistance to federal agencies:
Using
the MOBIS funding mechanism, MSD is able to respond quickly
and strategically to federal government clients.

Public
Health
MSD
launched a new program area in 2003: international and domestic
health and community services. Ruth Sanchez-Way, Ph.D.
was named MSD's Vice President of Health and Community Initiatives.
Dr. Sanchez-Way leads the firm's expansion into HIV/AIDS
prevention, substance abuse prevention, mental health, humanitarian
assistance, gender equity, and public health. She is
the former Director, Center for Substance Abuse Prevention
(CSAP), Substance Abuse and Mental Health Services (SAMHSA),
U.S. Department of Health and Human Services. Dr. Sanchez-Way
brings more than 38 years of experience in the field of substance
abuse and substance abuse prevention.
