MSD
provides vital technical assistance and procurement services
to the Ministry of Justice (MOJ) in Rwanda in the aftermath
of genocide that witnessed the almost complete destruction
of infrastructure and institutions, through the $2.8 million
funding from USAID. MSD is particularly active in the
areas of financial procedures, information management, strategic
planning, training of trainers, legislative drafting, procurement,
and inventory. Currently, MSD is strengthening the government
of Rwanda’s program Information and Communications Technology
(ICT). MSD’s support of the Communication System
(COMSYS) will create an information networking linking courts,
prosecutors’ offices, training centers, and other justice
sector institutions. In addition, MSD provides short-term
technical assistance to promote governmental decentralization
to improve overall management efficiency. Future activities
will include a comprehensive training program for mid-level
managers in effective communication, leadership, decision-making,
and advanced management skills.
