Justice Sector Reform Project, Colombia
USAID/Colombia
1998- 2001
MSD’s
innovative administration of justice programming is evident
in the $11 million USAID-funded program in which MSD
designed and established 25 Casas de Justicia (Justice
Houses). Creation of the additional Casas
de Justicia increases accessibility of justice services
to urban and rural populations, and promotes cooperative relationships
between public defenders, pro bono attorneys, police, and
judges. For the first time, marginalized Colombians
can access a range of remedies in one location ranging from
title law to domestic law. MSD's support for democracy
in Colombia reflects the depth of its expertise and leadership
in the field of rule of law and human rights. MSD provided
comprehensive support and technical assistance to train judges,
prosecutors, and public defenders. The role of MSD was
instrumental in the development of a pilot oral trial program,
a system of case management automation, and support in workshop
and conference logistics. Finally, MSD empowered
civil society advocacy and implemented media outreach campaigns
sought to reach and include marginalized and disadvantaged
populations.
